Hoje em
dia os modelos de maturidade são globalmente
aceites como guias para aumentar os níveis
de qualidade nas organizações. No entanto,
considera-se que estes são demasiado complexos
para serem implementados em organizações de
pequena e média dimensão (PME’s). Este artigo
foca-se essencialmente nas PME’s de SI/TI
(Sistemas de Informação/Tecnologia de Informação),
que devido ao seu Core Bussiness no leva imediatamente
a focar-nos em duas grandes áreas: Engenharia
de Software e Gestão de Projectos. Efectuou-se
um estudo comparativo de dois modelos de maturidade,
analisando as sinergias de implementação dos
mesmos. Os modelos que entraram para este
estudo foram o Capability Maturity Model do
Software Engineering Institute (CMM / SEI)
e o Project Management Maturity Model (PMMM)
do Harold Kerzner, para Engenharia de Software
e Gestão de Projectos respectivamente. Finalmente
efectuou-se o cruzamento dos modelos de maturidade
com os processos do Project management Body
of Knowledge (PMBOK) e o Software Engineering
Body of Knowledge (SWEBOK) para uma análise
mais refinada a nível das sinergias.

"Towards
Software Excellence" (TSE) is a web-based
process assessment facility established by
the UK’s National Computing Centre (NCC).
TSE provides software developers with a simple
and easy-to-use means of self-assessing the
capability of their development processes.
Its users can understand the practices expected
by TSE, compare their processes against TSE’s
process model, identify their "strengths
and weaknesses" and then use this knowledge
to improve.
TSE is especially suited to small and medium
sized enterprises (SMEs); also to development
teams or groups within larger organisations.
It can provide a first step towards more formal
CMM or SPICE-based assessments. TSE's
definition of best practice is traceable to
the ISO15504 (SPICE) standard and CMM model.
Once registered, users can log on to the web
site as often as they wish to assess their
processes - they don't have to enter all the
information at once or cover all processes
and practices in the model. Explanations of
TSE's best practices can be examined and a
"gap analysis" report produced.
With financial support from the UK government
and promotional support from trade and professional
associations, over 1500 users have performed
TSE assessments. As well as helping its users
to understand their process capabilities and
identify process improvements, the TSE initiative
has enabled analysis of the overall strengths
and weaknesses of its users processes.
The best and worst performing processes and
practices of its users and also those practices
which have generated the most and least interest
have been identified. Good performing processes
include Problem Resolution and Project Management,
while low performing
processes include Measurement and Process
Improvement. TSE users are most interested
in assessing the performance of their “customer-facing”
development and acquisition practices and
least interested in assessing their improvement
and legal practices. |
